Returns a cold stream of foreground location updates.

Collecting this stream requires backendAvailability to be LocationBackendAvailability.Available. An unavailable provider fails collection with an IllegalStateException.

Each collector starts an independent platform location request. Cancelling collection stops that request and unregisters its callbacks.
